p. 2 2. State bodies and local self-government are not called upon to be participants in an LLC, unless otherwise is recognized by the Federal Law. LLC can be organized by 1 person, who will be the sole founder. After that, the LLC may continue to exist with one participant.

The option that a company participant is another company consisting of one person is simply excluded. The provisions of this Federal Law apply to companies with 1 participant due to the fact that the Federal Law does not provide for another participant and this does not contradict the existence of the relevant relationship.
